PS2 save files are region-locked. You must match the region of your game ISO file with the region of the save file.
Open and go to the Import Memory Card option in the navigation menu. Select the .ps2 file you transferred from your PC. Assign it to Slot 1 . Launch Naruto: Ultimate Ninja 3 and select "Load Game".
